Kostas Loukas is the Regional General Manager of Government for Microsoft Europe, Middle East & Africa (EMEA) since December 2023. He is a key member of the EMEA Leadership Team, shaping government strategy and driving digital transformation through AI and Microsoft Cloud. With over 25 years of experience, Kostas has worked at Procter & Gamble, Coca-Cola, and Microsoft. He began his career at Procter & Gamble Greece in 1999 in Finance and moved to Coca-Cola in 2002, leading Commercial Finance teams for Greece, Cyprus, and Israel.
Joining Microsoft Greece in 2005, Kostas served as subsidiary CFO, then Marketing and Operations Director. He later became Country Manager for Cyprus and Malta in 2012, and CEO of the Romanian subsidiary from 2013 to 2016, where he advanced the Cloud Market and expanded Microsoft's market presence. He was Vice-President of the American Chamber of Commerce in Romania for three years. From 2015, Kostas was General Manager of Public Sector for Microsoft CEE, collaborating with 34 governments on digital transformation. Between 2021 and 2023, he was General Manager of Enterprise for Microsoft CEE and South East Europe, working with enterprise customers on digital capabilities.
Kostas obtained his Bachelor's degree in Economics from the University of Athens (1996), and his distinction-awarded MSc in Finance from the London School of Economics (1999). He also has an Executive MBA from INSEAD (2011).
